David
Broome became general counsel of the University
in January 2005. His duties include providing
day-to-day legal advice to the senior administrative
officers; serving as liaison with the legal staff
of The University of North Carolina system and
Office of the Attorney General of North Carolina;
representing the University before a variety of
State and federal administrative agencies; drafting
and reviewing campus-wide policies and procedures;
conducting workshops for campus administrators
in legal and administrative matters; drafting
and reviewing contracts; and providing legal advice
on business transactions.
He
received both his Bachelor of Arts and his Juris
Doctor degree from The University of North Carolina
at Chapel Hill, where he was a Morehead Scholar.
His professional memberships include the Mecklenburg
County Bar, North Carolina State Bar, North Carolina
Bar Association, Licensing Executives Society,
and National Association of College and University
Attorneys.
The
general counsel supervises two senior associate general
counsels, Amy Kelso and Krista Newkirk, and one associate general counsel, Jesh Humphrey, who have
experience and expertise in numerous areas of
public higher education law, including policy
development, employment, student affairs, intellectual
property, discrimination, governance and accountability,
compliance with applicable federal and state laws
and regulations, First Amendment issues, and construction
